Job Description:
Duties * Ensures all required cybersecurity positions are filled
with qualified staff and are on appointment orders. * Develops and
staffs proposed directives, regulations, and procedural changes in
collaboration with appropriate IMCOM, Army and/or DOD Components. *
Participates in the Department of Army information technology
metrics work group tasked with defining and improving the
information technology metrics and the information technology
metrics reporting system. * Provide advice to leadership on
developing and revising strategies, policies and directives. *
Identifies and resolves highly complex problems that cross
organizational boundaries and promulgates solutions. Requirements
Conditions of Employment * Appointment may be subject to a
suitability or fitness determination, as determined by a completed
background investigation. * Incumbent must be able to obtain and
maintain a Secret security clearance. * Incumbent is required to
submit a Confidential Financial Disclosure Report, OGE-450. * This
position has a Temporary Duty (TDY) or business travel requirement

Specialized Experience: I have one year of specialized experience
equivalent to the GS-14 grade level in the Federal service which
includes executing and administering information
management/information technology (IM/IT) activities, programs and
projects; providing guidance to Chief Information Officer and staff
in the areas of information resource management (IRM strategy,
policy, governance and information assurance (IA) matters. Review
and enforce policy, directives, and procedures. Competencies
include knowledge of information systems, information assurance
requirements, and information systems architecture. Skills include
analytical and evaluative methods to develop new information system
requirements and techniques, establish criteria and make
recommendations when no procedures/guidance exists. Serves as a
recognized expert in research and technology for the command's
assigned mission areas; provides the essential link between the
command and external stakeholders, especially for activities that
cut across the command's three functional areas of readiness,
sustainment, and training. This definition of specialized
experience is typical of work performed at the next lower
grade/level position in the federal service (GS-14). AND I have
IT-related experience which demonstrates each of the four
competencies as defined:(1) Attention to Detail - Is thorough when
performing work and conscientious about attending to detail. (2)
Customer Service - Works with clients and customers (that is, any
individuals who use or receive the services or products that your
work unit produces, including the general public, individuals who
work in the agency, other agencies, or organizations outside the
Government) to assess their needs, provide information or
assistance, resolve their problems, or satisfy their expectations;
knows about available products and services; is committed to
providing quality products and services. Examples of IT-related
experience demonstrating this competency include: using expertise
and experience to address complex problems, questions, or
complaints; anticipating customer needs and modify the team's work
activities, processes, and practices to meet these needs;
collaborating across team and outside of own team to organize
planning sessions that elicit ideas for improving customer service
and support; (3) Oral Communication - Expresses information (for
example, ideas or facts) to individuals or groups effectively,
taking into account the audience and nature of the information (for
example, technical, sensitive, controversial); makes clear and
convincing oral presentations; listens to others, attends to
nonverbal cues, and responds appropriately. Examples of IT-related
experience demonstrating this competency include: clearly
explaining and defending complex ideas, appropriately adapting to
each audience's level of knowledge; actively listening and
clarifying points when presenting highly complex and controversial
findings; using well-constructed, fact-based arguments to persuade
stakeholders/officials to take action on suggestions for
improvement; and (4) Problem Solving - Identifies problems;
determines accuracy and relevance of information; uses sound
judgment to generate and evaluate alternatives, and to make
recommendations. Examples of IT-related experience demonstrating
this competency include: providing precedent setting solutions to
unique problems not previously encountered; helping team make
decisions which are complicated by the number and nature of
existing policy, guidelines, and organizational goals; identifying
the root causes of problems; developing systemic solutions to

held a General Schedule (GS) position within the last 52 weeks must
have 52 weeks of Federal service at the next lower grade or

using the Basic Requirement AND experience--no substitution of
education for experience is permitted. Additional information *
